Summer Consultants prepared separate design-build RFP packages totaling $3.8 million for new fire alarm and mass notification systems at 18 army reserve centers in Maryland, Pennsylvania, Virginia, and West Virginia. Four separate teams evaluated the existing conditions at the 18 facilities concurrently. The renovations included demolition of the existing systems, provision for new fire alarms with mass notification including signal to local fire departments, and monitoring of the existing fire protections systems. Each package incorporated site specific details including building construction type, existing suppression systems and local fire department jurisdiction.
All projects were completed on an accelerated schedule to meet the Army’s end-of-year award goals. Further constraints delayed the project’s Notice to Proceed by 18 days, adding to the accelerated schedule’s demands. Each RFP submission included cost estimates; the final negotiated 8(a) firms’ bid for all RFPs was 0.3% above the estimate. In addition, Summer Consultants provided reviews of AE2 design documents, submittals, pre-testing records, and O&M manuals. Summer Consultants also served as technical representative for USACE during final testing of the alarm systems, commissioning systems in 14 of the 18 locations.
