Vincent Lee-ThorpIn 1963, the year of the Civil Rights March on Washington, two dynamic engineers spearheaded Smith & Lee-Thorp Consulting Engineers, and began a legacy of engineering solutions. From the very beginning, we tackled the unique and challenging projects of a variety of Institutional and Educational and Government clients. In the 1960s, we worked on Mechanical and Electrical Engineering Projects for the General Services Administration, The National Institutes of Health, Naval Research Laboratory, Walter Reed Army Hospital, Fairfax County Courthouse, Howard University and Dulles Airport.

As the firm entered the 70s, the decision was made to divide the firm in two; the two founders seeking to follow their specific missions. Vincent Lee-Thorp wanted to pursue his love of renovation and began Lee-Thorp Consulting Engineers. Vincent Lee-Thorp expanded our engineering support to the US Postal Service, the National Gallery of Art, the Freer Gallery, the Folger Library, The National Archives, Gallaudet University, George Mason University, the Pentagon, and the Naval Engineering Field Activity, Chesapeake among many others.

In the 1980s, we continued expanding on our goal to provide comprehensive engineering for our clients. We provided designs and studies for Georgetown University, The George Washington University, the US Army Corps of Engineers, the Smithsonian Institute, the Vietnam Memorial and National Airport. In 1984, with an eye toward securing our company's continued success, we became Summer Consultants, Inc. Vincent, recognizing the importance of having an employee owned organization, began the process of training employees to become owners. As we closed out the 1980s, a group of co-owners worked to provide quality designs for the Library of Congress, the Holocaust Museum,
2001 Office Picturethe FBI, the USDA and the Architect of the Capitol. 

The 1990s brought forward changes in engineering and the dominance of indefinite quantity contracts for renovation work. Clients who had worked with us for years suddenly had a vehicle to reach us for a wide variety of projects while reducing their administrative requirements. So we began working project after project with some exciting clients, the National Park Service, the Metropolitan Washington Airport Authority, the Marine Corps Base in Quantico, Virginia, the General Services Administration, Freddie Mac, AT&T, General Accounting Office, and many others.

The last dozen years has proven equally fruitful for Summer Consultants, Inc. with over 450 Federal Task Orders for several Indefinite Delivery/Indefinite Quantity Contracts, including the US Army Corps of Engineers (Baltimore District), Naval Engineering Command Facilities, Architect of the Capitol, General Service Administration, and the PWD Joint Base Anacostia (Air Force), as well as numerous training/instructional facilities,  wet laboratories, electronic laboratories, design/build projects and over a dozen SCIF buildings in and around Washington DC, along with new Secondary Education clients and projects to add to our portfolio.  Summer Consultants, Inc. is currently designing the renovation of an aging waste sterilization plant owned by the Department of Homeland Security at the Plum Island Animal Disease Center located in New York.

We believe sustainability is a business imperative. We take this mission seriously and incorporate sustainability principles into our designs. Recently, Summer Consultants, Inc. completed two projects at The George Washington University that were awarded the USGBC LEED Gold Certification for New Construction; the Charles E. Smith Center and Ames Hall. We are a corporate member of U.S. Green Building Council (USGBC) and our staff is comprised of experienced principals, managers and engineers who possess LEED credentials with specialties in Operation and Maintenance, and Building Design + Construction. In addition, many of our engineers are Certified Energy Managers (CEM), Certified Lighting Efficiency Professionals (CLEP) and Lighting Certified Professionals (LC). 

A good design is ineffectual without proper implementation. At Summer Consultants, Inc. our engineers are called upon to scrutinize designs and resolve technical issues. Our dedicated Certified Commissioning Authority (CxA) engineers run systems through their paces to ensure they are operating as intended, either as the commissioning authority or the owner's technical representative to the commissioning process. Our Registered Engineers provide commissioning, retro-commissioning, and re-commissioning services. We have provided commissioning services for the Federal Bureau of Investigation, the Walter Reed National Military Medical Center, Nebraska Avenue Complex (DHS), FDA Harvey W. Wiley Building, Charles E. Smith Center (GWU), US Naval Observatory, and the Housing and Urban Development building.
